Searching for an apartment builder in Telangana usually means one of two things. You own land in a town such as Khammam and you want flats built on it. Or you are about to pay someone for a home in a building that does not exist yet. Those are different risks. Swati Constructions, building since 2012 and registered in November 2014, is hired as a contractor. This article keeps the two roles apart, because mixing them is how people get hurt.

The promoter and the contractor are not the same job

The promoter is the person or company that owns or controls the project and, where the law requires it, registers and sells it. The contractor builds what the drawings say, under an agreement with whoever hired them. A good contractor cannot repair a bad title, and a famous promoter’s brochure cannot repair a slab that was never cured. Ask who is signing your paper. If you are the landowner hiring a builder, you are not “buying a flat from the contractor” unless that is truly the deal. If you are a buyer, your questions go first to the promoter.

We say this plainly because our own site could be misread. The apartment page describes construction. It does not offer flats. The project note says the same thing. If a page, including ours, shows a building and implies you can book it, ask for the registration and the agreement before you admire the balcony.

Questions before a slab is cast

How many floors are sanctioned, and who sanctioned them? In Khammam town that conversation is generally with the Khammam Municipal Corporation. A drawing that shows two extra floors “for later” is not a sanction. Where does the staircase sit, and is a lift actually in the structure or only in the speech? Do the toilet stacks fall in the same place on every floor? Can a car enter and leave the parking that is drawn, on the lane that exists? Who is the structural engineer, and will you be shown the drawings rather than a rendered picture?

Ask what the terrace waterproofing is, and whether toilets are waterproofed before tiling. Ask who cures the concrete, and for how long, in a Telangana summer. These questions sound technical. They are the difference between a building that is merely new and a building that is sound. A builder who is offended by them is telling you something.

Common areas are the building you share

Buyers are shown a sample flat. Residents live with the stair, the lift lobby, the overhead tank, the compound, and the drain. A contract that finishes the private rooms and leaves the stair in bare concrete has not finished the building. External paint, staircase finishes, and rainwater from the terrace should be in someone’s scope, in writing. So should the shaft for future air-conditioning lines. Retrofitting them through a finished beam is how leaks start.

Landowners who are not selling to the public still share these problems if more than one household will use the stair. Write down who maintains the tank and the terrace. A family building for itself can skip a sales brochure. It cannot skip the waterproofing.

RERA, without a number we do not have

The Real Estate (Regulation and Development) Act requires registration of projects that meet the thresholds in the state. Telangana has its own authority and its own rules about which projects must register, and about what a promoter must disclose. The registration number is specific to that project. It is not a badge a contractor carries from site to site. Swati Constructions does not print a RERA number on this website, because printing one that belonged to a different promoter, or inventing one, would be worse than silence.

If you are buying, ask the promoter for the registration where the law requires it, and read what is filed: the plan, the status, and the details of the account and the agreements. If you are a promoter hiring us, that compliance stays with you. We will not advertise your project as registered unless you show us that it is, and even then the claim belongs on your documents. This article is not legal advice. The statute and the state rules are the source.

Money and proof

A rate per square foot, shouted without a drawing, is not a price. It hides the stilt, the lift, the soil, the frontage, and the finish. Ask for a written scope: what is included in the shell, what is included in the flat, and what the common areas contain. Ask how stages are certified. Ask whether you can visit. A site that nobody outside the crew is allowed to see is a site that should worry you.

Photographs help, and they also lie when they are stock pictures. On our own site the images are labelled as representative. Treat any builder’s gallery the same way until you are standing in a building they will name, with a client who will speak, or on a site that is actually in progress under their board.

A sensible order

Structure first, across the floors you are building now. Then masonry, once you are not about to break it for a forgotten stack. Then services. Then finishes, from a level that will not be flooded by the work above. Waterproof the terrace before you celebrate the top slab. Hold a snag list that includes the stair and the drains, not only the bedroom tile. None of this is glamorous. Apartment buildings fail in the unglamorous places.

If you want Swati Constructions as the contractor rather than a flat, call +91 94948 65865 or write from the contact page. Bring the sanctioned drawings if you have them. If you are choosing someone else, take the questions with you. They work on any site in Telangana, not only on ours. And if the “apartment” is really four houses on the ground, you may be looking at group housing instead, which is a better fit than forcing a stair into a layout that wanted doors to the garden.
